摘要:
本文以农村土地“三权分置”的相关理论入手，详细的分析了“三权分置”制度改革的现 实困境，进而提出完善相关法律体系，健全配套政策解释；扎实开展农村土地经营权确权登记工 作；建立完善的配套机制等对策建议。
Abstract:
Starting with the relevant theory of the separation of three powers of rural land, this paper makes a detailed analysis of the practical dilemma of the reform of the system of the separation of three powers, and then puts forward some countermeasures and suggestions, such as perfecting the relevant legal system, perfecting the interpretation of supporting policies, carrying out the registration of the right to confirm the operation of rural land, and establishing a perfect supporting mechanism.
