摘要:
乡镇政府在“项目进村”建设中受到利益选择的影响，既是现有行政体制和量化考核方 法下的被动选择，也是乡镇政府工作人员作为理性人的主观需要。项目进村存在所辖村庄贫富 差距加大，政府工作人员形式主义作风泛滥，农民参与度低等问题不利于乡村发展和落实国家政 策。建立健全的项目监管体系、调动农民主体参与和改革考核机制有利于规范乡镇政府工作人 员行为和促进项目进村普惠性成果的落实。
Abstract:
There is a widening gap between the rich and the poor in the villages under the control of the project, a wide spread of formalism among government staff, and low participation of farmers, which are not conducive to rural development and the implementation of national policies. The establishment of a sound project supervision system, the mobilization of farmers' participation and the reform of the as? sessment mechanism will help to standardize the behavior of the staff of township government and pro? mote the implementation of the results of the project in villages.
